Preliminary information indicates that the woman was blocking Portland Avenue with her vehicle between 33rd and 34th streets when ICE agents approached her on foot and the vehicle began to drive off, according to Minneapolis Police Chief Brian O'Hara, who clarified that she was not being pursued by ICE at the time.
